How Te Pou is helping DHBs achieve PRIMHD compliance
Te Pou will be aiming to assist DHBs to be 60 per cent outcomes compliant by the end of 2012, having been contracted by the Ministry of Health to assist in this area.
To achieve this, Te Pou will work with eight DHBs in the first year (to the end of June 2010), to increase total PRIMHD outcomes reporting to 40 per cent. In year two (to the end of June 2011) we will work with a further eight DHBs to increase their compliance by 10 per cent. In year three (to the end of June 2012) we will target the remaining DHBs with compliance rates below 50 per cent to bring them to the national compliance level of 60 per cent.
There are six key ways this assistance will be presented.
- Providing targeted training to specific DHBs in information utility. The information utility will be focused on a range of stakeholder groups, including clinicians, managers, service users and Maori.
- Providing access to user-friendly reports with the DHB's own data.
- Providing explanatory information on the reports so DHB employees can interpret tables and graphs.
- Providing assistance with system processes so DHBs can ensure their collections are compliant with the Information Collection Protocol.
- Providing support networks and linkages.
- Indicating the clinical utility of the PRIMHD outcomes information.

The following discussion document is about the relationship between PRIMHD referrals and outcome collections. This discussion paper details some of the issues recently raised around the country and by the Ministry of Health, and is supported by analysis of the PRIMHD extract received from the Ministry of Health. Some of the issues discussed are local process issues and some relate to how the compliance specification has been written.
While largely technical in nature the paper highlights potential areas where some modification of the compliance specification may be warranted and hence impact on the compliance rates for outcome collections.
