What is the test project?
The purpose of this work is to extract mental health outcome measures data from six New Zealand District Health Boards (DHBs) and analyse the data in respect to its quality. This work is being carried out with a view to improving the quality and completeness of data collected into PRIMHD, to build capacity within DHBs and to identify utility and quality improvement initiatives.
Background
All DHBs have been collecting Health of the Nation Outcomes Scale (HoNOS) data in varying capacities since 1 July 2005 and have different levels of outcomes information available to them. This work aims to develop a picture of the quality of that data prior to PRIMHD information being available, and offers a great interim opportunity to provide clinicians, team leaders and service managers with detailed and useful reports about the outcomes information that has been collected to date by their DHB.
Getting results from the test project
Since early 2007, data has been collected from six participating DHBs, analysed and fed back to the DHBs through a set of standard reports. It is also available to them online via MHOsys.
Test project analysis has informed:
- the development and implementation of PRIMHD business rules via the HISO Standards development process, and input into weekly discussions with the Ministry of Health (MOH) PRIMHD project team
- development of information utility train-the-trainer documentation
- analysis of the issues around the focus of care
- thresholds and statistics for episode building and data elements required for casemix.
In addition, a set of eight PRIMHD Outcomes Report (PDF, 339.20KB) developed and utilised within the test project environment, have been agreed with DHBs and the MOH as the first set of outcomes related reports that will be produced from PRIMHD.
The final phase of analysis in the test project includes casemix grouper development which will allow Te Pou to continue exploring avenues for creating an outcomes culture, promoting information utility, quality improvement and benchmarking.
