About MHOsys

MHOsys (Mental Health Outcomes System - say 'moses') is an online tool for the District Health Boards (DHBs) that are collecting outcome measures in the Te Pou Test Project. It gives them the ability to access and analyse the data they are collecting, providing them with useful information about the effectiveness of service delivery and enabling them to continuously improve the quality of their data.

Background

All DHBs have been collecting outcome measures data since 2005, with six of these DHBs participating in the Te Pou Test Project. MHOsys has been piloted within five of these DHBs in order for them to access and analyse their own regional data online and compare this with the  national data set.  MHOsys also allows a means for the Te Pou Information team to analyse areas of interest without requiring them to use complicated analysis packages such as SPSS (Statistical Package for the Social Sciences).

Developing MHOsys

MHOsys caters for the analysis of the current standard outcome measures of assessment, namely HoNOS, HoNOS65+ and HoNOSCA. It has the potential to be used in piloting other recommended measures and the capacity to be adapted to cater for further data sets.

A key design philosophy of MHOsys is the use of standards-based technologies that enable it to be easily configured to cater for the PRIMHD data collection, and to be scaled to enable wider access as required. It has been built using current web technologies designed to run quickly and securely.

Development of MHOsys was carried out in three stages:

Stage 1 enabled Test Project participants to access and analyse individual collections and provide visibility and resolution into any data quality issues with the information collected.

Stage 2  involved building in an episode or 'matched pair' concept to allow analysis of the difference between the start and end of an episode. 

Stage 3 is to casemix adjust the data in order to provide statistically accurate information. This has a correlation with the Casemix Grouper work that Te Pou is carrying out.

Throughout development, we have sought evaluation and feedback from participating DHBs in order to document and refine any requirements which may assist the design and implementation of a national online analysis tool.

Positive Results at DHB Level

DHBs have reported that the information presented using MHOsys shows that their teams are making a difference in  the recovery journey of service users - a fact that they have found hard to demonstrate using existing reporting. DHB audiences also have the ability to see comparisons with other participating Test Project DHBs, which has raised the curiosity of both clinicians and team leaders and allows for service improvement and/or benchmarking activities.
